REQUEST FOR QUALIFICATIONS

HYDRAULICS AND HYDROLOGY DESIGN SUPPORT – MANASTASH ROAD BANK STABILIZATION PROJECT

PURPOSE:

The successful consultant will support Kittitas County staff designing and evaluating bank stabilization design elements.

SCOPE OF PROJECT:

Kittitas County Department of Public Works is designing bank stabilization for a section of Manastash Road (MP 10.65 to MP 11.01) that has been subject to creek erosion since 2016.  Previously, the County had consultant hydraulic and hydrology (H&H) modeling support sufficient for submitting a funding request to the Federal Highway Administration through the Federal Lands Access Program (FLAP).  In 2018, the County successfully secured project funding through Western Federal Lands FLAP.  County staff proposes conducting permit required H&H modeling in house but recognizes the need for probable coaching from a qualified firm specializing in H&H modeling and design analysis.  The County is seeking H&H Consultant support on an “as-needed” basis during the design of bank stabilization elements supporting permit application through construction support.  The successful consultant will assist the County to develop project hydrology, develop a project hydraulic model and evaluate design elements with associated model stream response.  The Consultant will work directly with County staff on a “time and material” basis. 

PROCEDURES FOR SUBMITTAL:

If you wish to be considered for work under this Request for Qualifications (RFQ), you must be a registered consultant on the Municipal Research and Service Center of Washington – Shared Small Works and Consultant Roster (www.mrscroster.org).

If interested in providing H&H support services to the County, submit a sealed envelope to Mark R. Cook, Kittitas County Public Works Director, at 411 N. Ruby St. Suite 1, Ellensburg WA 98926. Submittals shall include three copies of your RFQ response.

For your records, the County will provide a confirmation email to the contacts provided in the submittal confirming receipt of your interest in the proposed project. Submittals received after 5:00 pm on July 30th, 2021 will be disregarded. The County reserves the right to reject one or more submittals.

SELECTION PROCESS AND PROPOSED SCHEDULE:

Kittitas County selection will be based on:

  1. Qualifications of project personnel (maximum 20 points).
  2. Experience working with Kittitas County staff evaluating County hydraulic and hydrology projects (maximum 40 points).
  3. Demonstrated understanding of the project (maximum 20 points).
  4. Demonstrated experience assisting the County secure similar project permits (maximum 40 points).

The selection process shall be in accordance  with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.

Anticipated Milestone Dates and Tasks:

July 30, 2021 - Deadline for SOQ submittals

August 11, 2021 - Selection of Firms to Interview

August 17, 2021 - Interviews and Reference Checks

August 24, 2021 - Selection of firms and prepare contracts

September 7, 2021 - BOCC Award of Contracts

The above noted schedule is tentative and may be changed based on the number of proposals submitted. Proposals will be evaluated immediately with final selection targeted for early September 2021.

AGREEMENT OF SERVICES:

The selected consultant(s) will be expected to enter into a Standard Local Agency A & E Professional Services Negotiated Hourly Rate Consultant Agreement. Insurance requirements are included in that agreement. The contract period shall be September 2021 through December 2022.

Kittitas County reserves the right to accept or reject one or more proposal(s) or any items or part thereof or to waive any information or irregularities in the proposals.  Kittitas County shall have the sole discretion to determine the most responsible proposal.
